Every time something like this happens, there’s a great opportunity to study how roads are actually built and what kind of foundation rests under the one layer of shale, and compressed soil layered with maybe two coats of asphalt.
There’s this thing called “drainage” and there are supposed to be culverts capable of handling at least the 500 Year Flood volume.
But I have seen similR road failures on “state” and “county” roads in California and Texas, so it’s likely they went cheap and the decision-makers gambled on being out of office by the time the inevitable disaster happened
