Special Counsel for Druking Investigation Recommends 5-Year Sentence for Governor Kim Kyoung-soo

Here is the latest on the Druking Scandal:

A special prosecutor team led by Huh Ik-bum has demanded a five-year prison term for South Gyeongsang Province Governor Kim Kyoung-soo over his alleged involvement in an online opinion rigging scandal. 
 
At the final hearing on Friday, the team said Kim acted like a deviant politician by mobilizing a private group that engages in illegal acts and using public posts as bargaining chips for elections. 

Kim, a close aide to President Moon Jae-in, is accused of approving a blogger and his associates’ development of a computer program called “King Crab,” which could be used to manipulate the number of likes for online comments. 

The special counsel team believes Kim colluded with the blogger known as “druking” to manipulate comments on news articles with the program to benefit the ruling Democratic Party, then the opposition party, in the run-up to last year’s presidential election.

Former Korean National Police Agency Chief Summoned Over Online Comments Supporting Former President Lee

This seems like yet another attempt by the Moon administration to deflect attention from their own online opinion rigging scandal:

Police said Tuesday they have summoned former National Police Agency chief Cho Hyun-oh as part of a probe into suspicions that he spearheaded massive cyberoperations for the conservative government of the early 2010s.

Cho was ordered to appear for questioning at 9 a.m. on Wednesday. He served as the commissioner-general from 2010-12.

The 63-year-old is accused of abusing his power and instructing the agency to launch online maneuvers aimed at swaying public opinion in favor of the Lee Myung-bak government and his policies.

The police agency’s cybercommand allegedly had its own officers to write more than 40,000 Internet comments supporting the government. The cyberteam is also accused of ferreting out those who posted any negative comments about the Lee government.  [Yonhap]

It will be interesting to see if the Moon administration is able to get this guy locked up while their own people who did the same thing during the last election go free.

Special Counsel Report Says that Ruling Party Manipulated Online Opinion Before ROK Presidential Election

The Special Counsel for the Druking online opinion rigging scandal, has very bluntly said that the ruling party led by current Governor Kim Kyoung-soo manipulated online comments before the last presidential election.  The challenge will be actually convicting Governor Kim since he is a close friend of President Moon Jae-in who he helped elect:

The suspected massive opinion rigging led by a political blogger was ultimately aimed at influencing public sentiment in favor of the now-ruling Democratic Party in the run-up to last year’s presidential election, special prosecutors said Monday.

Special counsel Huh Ik-bum announced the result of the 60-day investigation into the alleged manipulation of online comments by the blogger Kim Dong-won, known as Druking, and his crew, which also implicated South Gyeongsang Province Gov. Kim Kyoung-soo as a possible co-conspirator.

The team of 87 investigators was launched on June 27 upon the National Assembly’s passage of a bill on the independent probe. Suspicions have centered on Druking and Gov. Kim, then a ruling DP lawmaker, for allegedly working together to jack up “like” clicks for comments on Internet news articles to benefit the DP beginning in November 2016 and in the lead-up to the 2017 presidential election.  [Yonhap]

Korean Court Refuses to Issue Arrest Warrant for Governor Linked to Online Opinion Rigging Scandal

Like I have been saying Governor Kim Kyoung-soo who is a close friend of ROK President Moon Jae-in will likely be protected from prosecution over the Druking online opinion rigging scandal:

A Seoul court on Saturday refused to grant an arrest warrant for South Gyeongsang Province Gov. Kim Kyoung-soo over his alleged involvement in a massive opinion-rigging case.

The Seoul Central District Court said the charges against Kim are disputable and that he presents little risk of fleeing given his current position.

Special Counsel Huh Ik-bum has been investigating suspicion that he colluded with Kim Dong-won, better known by his nickname Druking, to manipulate comments in news articles to benefit the ruling Democratic Party.

The special prosecution questioned him twice this month, and filed for the arrest warrant on Wednesday on the charge of digital business obstruction.

He’s accused of artificially jacking up likes on Internet news articles about DP, then main opposition, and its then-presidential front-runner Moon Jae-in in November 2016.

Druking argues he got “a nod” from the governor to carry out the scheme to influence public sentiment in favor of the party. He claims he showed him a demonstration of a computer program designed for such tasks.

Kim has denied the allegations. He admitted he had met Druking at his publishing company office but never saw any presentation about a computer program.  [Korea Times]

Office of Close Friend of President Moon Raided as Part of Online Opinion Rigging Scandal

Here is the latest update in the Druking online opinion rigging scandal:

Special prosecutors raided the residence and office of South Gyeongsang Province Gov. Kim Kyoung-soo on Thursday as part of an ongoing investigation into a massive manipulation of online political comments by an arrested power blogger.

Investigators were sent to search the premises in Changwon, 398 kilometers south of the capital, they said.

The blogger, better known as Druking, has been accused of manipulating clicks on Internet news comments to sway public opinion in favor of the ruling Democratic Party.

Kim, who was elected as the governor in the June local elections, allegedly communicated with Druking frequently through untraceable messenger apps. He has denied any involvement in the alleged crime.

Kim is currently on summer vacation and is scheduled to return to office soon, according to his office.

It is the second time the special prosecution sought to search Kim’s workplace and home. They requested the first search warrant to a Seoul court Tuesday and were denied.

Prosecutors are said to have obtained enough evidence to bring Kim in for formal questioning as a suspect by summoning him, possibly over the weekend.

An assistant prosecutor told a press briefing that Kim was cited as an alleged accomplice to Druking in the search warrant.

Kim said on his Facebook page that he could not understand why prosecutors raided his provincial office that opened just about one month ago, but he will cooperate with prosecutors’ investigation.  [Yonhap]

You can read more at the link, but how much evidence do the prosecutors think they would find in an office that is a month old?  I would not be surprised that this is all to create the appearance that there is nothing linking Kim Kyoung-soo to Druking.

For those that don’t know Kim Kyoung-soo is a trusted friend and confidant of ROK President Moon Jae-in.  The power blogger called Druking alleges that Kim directed his team’s online opinion rigging operation to turn public opinion against liberal rival Ahn Cheol-soo and then conservative rivals during the last presidential election. When Druking’s team did not receive the political payback they had been promised they turned on Kim Kyoung-soo and began targeting President Moon with their opinion rigging software.  Once they turned on Moon that is when authorities arrested them, not when they were targeting conservatives.

I have always maintained that Kim Kyoung-soo and others from the Moon administration involved in this scandal would never be held accountable.  I would not be surprised if this “raid” is not just part of the cover up, I guess we will see.

Judge Denies Special Prosecutor’s Request to Arrest Lawyer Linked to South Korean Online Opinion Rigging Scandal

Here is the latest developments in the Druking online opinion rigging scandal with links all the way back to the Blue House:

A special counsel team sought an arrest warrant for a lawyer surnamed Do, 61, a key figure in the “opinion-rigging” scandal masterminded by an influential blogger who went by the nickname “Druking.”

Druking and his followers initially used software to boost the popularity of Moon Jae-in in the lead up to the presidential election last May, hoping their “successful months-long campaigning efforts” would be “rewarded.” But after Kim Kyoung-soo, Moon’s key aide and now governor of South Gyeongsang Province, dismissed the blogger’s recommendation to appoint Do as the consul general of Korea in Osaka, they used the same tools to disparage Moon. Do, one of seven members in the group of followers, is suspected of offering legal consultation as well as controlling the group’s activities overall.

The team led by special counsel Huh Ik-bum sought an arrest warrant for Do on charges of violating the Political Campaign Fund Law and destroying evidence. Assistant special counsel Park Sang-yong said the team believed Do helped Druking meet with Rep. Roh Hoe-chan, the floor leader of the minor opposition Justice Party, and gave him 50 million won ($48,000) in illicit campaign funds.  [Korea Times]

A Seoul court on Thursday denied the special prosecutors’ request to arrest a lawyer linked to an opinion rigging scandal on charges he gave illegal political funds to a prominent opposition lawmaker.

The 61-year-old suspect, identified only by his surname, Do, is under suspicion of being involved in setting up a meeting between a political power blogger known as Druking and Rep. Roh Hoe-chan of the Justice Party in 2016 to deliver 50 million won (US$44,500) to Roh.  [Yonhap]

I have always figured that all the ruling party people linked to Druking would get off.  If the special prosecutor cannot even get a low level guy like this lawyer arrested, what chance does he have of arresting someone that is close friend of President Moon linked to this scandal?

President Moon Appoints Special Counsel to Investigate Druking Scandal

Does anyone think this will be a fair and transparent investigation or is the fix in?:

President Moon Jae-in appointed a special counsel Thursday to investigate a opinion rigging scandal that involves one of his confidants.

Moon named prosecutor-turned-lawyer Huh Ik-Bum as a special prosecutor, his office Cheong Wa Dae said.

The appointment came three days after Huh was named one of two candidates by opposition parties as required by the law on the special counsel.

“President Moon will present special counsel Huh with a certificate of appointment on Friday,” Cheong Wa Dae spokesman Kim Eui-kyeom told a press briefing.  [Yonhap]

Druking Claims Online Opining Rigging Software Used During the 2007 Presidential Election

The Korean ruling political party has been able to turn the Druking online opinion rigging scandal with clear links to the Moon administration, back on conservatives by claiming they rigged comments during the 2007 Presidential election:

Seoul police are looking into suspicions that the main opposition party engaged in massive online opinion rigging during elections, including the 2007 presidential vote.

A newspaper reported Wednesday that the Liberty Korea Party (LKP) used a computer program to spread favorable news and jack up “likes” on comments on Internet sites from 2006 to 2014. At those times, the party’s name was first the Grand National Party and then the Saenuri Party.

The report cited the party campaign office’s chat records that it secured from an insider.

“We are checking the authenticity of the report,” the Seoul Metropolitan Police Agency said.

The agency has probed a similar online manipulation scheme led by an arrested blogger linked to the ruling Democratic Party (DP).

The blogger known as Druking used the same software. In a recent letter sent to a news outlet, he said that he acquired the program from a campaign official of the Grand National Party. It was used during the 2007 presidential election, he added.  [Yonhap]

You can read more at the link, but does anyone find it quite convenient that after all these weeks Druking mentioned nothing to the media about getting the program from the GNP, but now all the sudden he does?  The timing is even more convenient considering that local elections and parliamentary by-elections are slated for June 13.

Online Opinion Scandal Now Linked to President Moon’s Personal Secretary Who Took Cash Payment

The ties to the Moon campaign to the blogger behind the online opinion rigging scandal before the election has expanded:

A political blogger known as Druking who allegedly used software to rig public opinion for – and later against – President Moon Jae-in had more ties to Moon’s aides and confidants than previously thought.

The Blue House found in an internal investigation that Moon’s personal secretary, Song In-bae, met with members of the blogger’s political group before last year’s presidential election, when they allegedly engaged in suspicious online activities to support Moon, then a candidate.

“Song met with members of the group four times,” Kim Eui-kyeom, the Blue House’s press secretary, said during a briefing on Monday. “The first was in June 2016.”

An acquaintance of Song who volunteered in his failed National Assembly run in 2016 first suggested the meeting. The acquaintance was part of Druking’s group. Some members allegedly requested that Song bring Kim Kyoung-soo, a former lawmaker with close ties to Moon.

“It is normal for campaign members to meet lots of people during election season,” Kim Eui-kyeom said. “Song was simply doing that in bringing Kim Kyoung-soo to the meeting. We found that Song did not meet with Druking after the election, so that was the end of the Blue House’s investigation.”   [Joong Ang Ilbo]

Readers may remember that Kim Kyoung-soo is the Democrat Party representative that authorized and directed Druking’s online activities.  It appears that Moon’s personal secretary needed someone to work with the bloggers and chose Moon’s close friend Kim Kyoung-soo to be that person.  What is further interesting is that Song even took payments from the bloggers:

According to the Blue House, Song voluntarily requested the internal probe after Kim Kyoung-soo held a news conference on April 16 about his alleged connection with Druking. Blue House officials questioned Song on April 20 and 26 and found he had received money from Druking’s group but found no issue with the payment.

“They insisted on paying him an honorarium for meeting them,” Kim Eui-kyeom said. “Song initially refused to take it, but they insisted. He received a total of 2 million won [$1,844], which was given to him as 1 million won each time over two times.”

This is pretty amazing that President Moon’s personal secretary not only met with blogging group behind the online opinion rigging scandal multiple times, but even took a nearly $2,000 cash payment from them and yet the Blue House say there is nothing to see here.  What further adds to this is the fact that NIS personnel are in jail for online opinion manipulation and former Presidents Park and Lee and others are all in jail for alleged bribes.

In this case we have President Moon’s own personal secretary taking a cash payment from a group conducting illegal activity, that after the election made requests for government positions and received some of them.

Druking Confesses That Close Friend of President Moon Authorized Online Opinion Manipulation During Last Election

The power blogger known as “Druking” has now confessed that Democratic Party representative and close friend to President Moon Jae-in approved his plan to manipulate online opinion during the last ROK Presidential election:

The power blogger known as Druking claimed that former Democratic Party Rep. Kim Kyoung-soo approved the use of software to rig “likes” on political comments online to help Moon Jae-in in the presidential campaign of 2017.

“In September 2016, when Kim Kyoung-soo visited my office in Paju, I told him how the winning parties in the 2007 and 2012 presidential elections used a certain program online to manipulate public opinion,” the blogger, a 49-year-old man named Kim Dong-won, wrote in a letter dated Thursday, according to the Chosun Ilbo on Friday. “So in October of that year, I briefed Rep. Kim about the so-called ‘King Crab’ program in my office.”

Druking is charged with obstruction of business, a punishable crime in Korea. Three of his associates face the same charge over their use of software to manipulate comments on Naver, a portal that many Koreans use to access news.

Prosecutors said the software allowed the group to automatically log in and out of individual members’ accounts and change their IP addresses. The group said it used the Amazon Web Services platform to develop the software.

“Kim was briefed about the program and confirmed in person how the program works,” the blogger wrote. “I told him, ‘If we do not use the program we will lose in the election again. If something goes wrong, I will take responsibility and go to jail. But we cannot do this without your consent or agreement. So will you give your consent, even just by a nod, if you cannot say anything?’

“And Kim nodded, so I told him, ‘We will go ahead with this plan,’” the blogger wrote. “Leaving the office, Kim said, ‘Why did you have to show me this? You should have just carried it out as you saw fit.’ And I told him, ‘We will take care of it as if you had not seen it.’”  [Joong Ang Ilbo]

Here is what caused the falling out between Druking’s group and the Democrat Party:

The blogger wrote, “We tried really hard to help Moon during the election so we asked Kim around February [2017] to include two of our associates in the election policy committee of the Democratic Party, and one did make it on, but the other did not.

“So after the election we asked Kim if the associate could be recommended as the next Korean ambassador to Japan, but Kim said he couldn’t make the recommendation,” the blogger wrote. “Then he called me on Dec. 28, 2017, to ask, ‘What do you think about the job as consul general in Sendai?’

“Sendai was a place that diplomats did not like to go because it’s close to Fukushima, where they had the nuclear disaster,” the blogger wrote. “I felt like Kim was making a fool of me. So I denied the offer.”

You can read more at the link, because there was some bribery allegedly involved as well.  Since Druking turned on President Moon to use his software to attack him I fully expect he will feel the full weight of the ROK justice system.  For Representative Kim Kyoung-soo I would be surprised if anything happens to him since I doubt the Moon administration will put any pressure on prosecutors to investigate him.
