The deportation of two North Korean defectors by the Moon administration is getting really interesting. Now it is being alleged that they did not murder 16 people and instead it was an accusation made by North Korea that the Moon administration accepted in order to repatriate them:

The Ministry of Unification has raised doubts over murder accusations brought up against two North Korean fishermen who were deported against their will three years ago based on that claim.

A high-ranking official told reporters Thursday that no one other than the judiciary “has the authority to decide whether they are brutal criminals.” The latest move by the ministry is a de facto retraction of the claims it made over the fishermen during the previous Moon Jae-in administration.

Authorities under the Moon administration accused the fishermen of conspiring with a third man to kill their captain and 15 others on a boat before their escape to the South on Nov. 2, 2019. After a three-day investigation, South Korean authorities sent the fishermen back to the North on Nov. 7, claiming that they confessed to the murders.

The high-ranking official said the truth will be uncovered through the prosecution’s ongoing investigation. But he refused to comment further on questions including whether the ministry can disclose information about the 2019 investigation.

The same day, a government official familiar with the matter also questioned the credibility of the murder allegation, claiming that their confessions were factually inconsistent on simple points such as how many people were on the boat and how they killed them. Munhwa Ilbo, a daily newspaper, reported that they were forced to make those confessions through “cruel treatment.”

Citing intelligence reports, the official said the fishermen were executed within several days after being sent back to North Korea.

Rep. Han Ki-ho, head of the ruling People Power Party’s team investigating misconduct involving North Korea during the Moon administration, claimed Wednesday that the murder allegations were an outright lie.

Citing a source living in North Korea’s northeastern city of Kimchaek, Han said the fishermen were brokers who had tried to help 16 people from five households escape to South Korea.

“The two were set to guide the 16 people to South Korea on a fishing vessel, but fled when they realized they were being arrested,” Han said during a meeting at the National Assembly in Seoul.

Han claimed that the North Korean regime fabricated the story and lied to the Moon administration in an attempt to have the fishermen repatriated. He believes South Korean authorities probably knew what really happened, but went ahead with the deportation.

This is not the first time that North has made false accusations of crime against someone to gain what it wants. Rep. Tae Yong-ho, former deputy ambassador of North Korea to Britain, was also falsely accused as a child rapist by the North after defecting to the South in 2016, said Rep. Kweon Seong-dong, the party’s interim head.

“North Korea’s unilateral claims were accepted as fact without verification,” Kweon said during a speech at the Assembly. “The Park Geun-hye administration did not trust such claims by the North. As a result, we have the lawmaker, Tae Yong-ho, at the National Assembly.”

You can read more at the link, but it seems totally foolish to accept the word of the North Koreans on anything relating to defectors. If this allegation is in fact true, I am not sure if anything legally can be done about it, but the people involved in this decision need to be at least publicly brought to light.

It looks like the Putin regime is looking for some cheap near slave labor to rebuild the areas they destroyed and occupied in Ukraine:

North Korea could send workers to two Russian-controlled territories in eastern Ukraine, according to Russia’s ambassador in Pyongyang – a move that would pose a challenge to international sanctions against the North’s nuclear weapons programme.

According to NK News, a Seoul-based website, ambassador Alexander Matsegora said North Korean workers could help rebuild the war-shattered infrastructure in the self-proclaimed people’s republics in Donetsk and Luhansk. (……..)

He told the Russian newspaper Izvestia in an interview, according to NK News, that “highly qualified and hard-working Korean builders, who are capable of working in the most difficult conditions, could help us restore our social, infrastructure and industrial facilities”.

You can read more at the link, but Russia has a long history of using North Korean near slave laborers which is also a lucrative money making enterprise for the Kim regime.

Hackers continue to be a major money source for Kim crime family in North Korea:

The FBI and Justice Department recently disrupted the activities of a hacking group that was sponsored by the North Korean government and that targeted U.S. hospitals with ransomware, ultimately recovering half a million dollars in ransom payments and cryptocurrency, Deputy Attorney General Lisa Monaco said Tuesday.

Monaco revealed new details of the attacks during a speech in which she encouraged organizations hit by ransomware to report the crime to law enforcement, both so that officials can investigate and so that they can help victim companies try to get ransom payments back.

In this case, Monaco said, a Kansas hospital that paid a ransom last year after being attacked by ransomware also contacted the FBI, which traced the payment and identified China-based money launderers who assisted the North Korean hackers in cashing out the illicit proceeds. The FBI was able to recover half a million dollars, including the entire ransom payment from the hospital.

You can read more at the link, but besides doing this for the cash these hackers are also exfiltrating private medical information. It makes me wonder how secure the DOD’s medical record servers are?

I think the ROK needs to pay attention to this threat because the balloon activists are giving the Kim regime the rationale to launch a provocation:

A North Korean propaganda outlet on Saturday lashed out at defector groups for sending anti-Pyongyang leaflets, warning of a reaction that could go beyond the explosion of an inter-Korean liaison office two years ago. 

The Tongil Shinbo, a weekly North Korean publication, also criticized the Yoon Suk-yeol government for speaking out about human rights in North Korea and seeking the denuclearization of the Korean Peninsula. 

There could be an action that would exceed the blowup of the liaison office in its border town of Kaesong on June 16, 2020, if North Korean defector groups continue to send goods and leaflets to the North, the newspaper said.

You can read more at the link, but I find the anger over the balloon activists ironic considering for decades North Korea used to be the ones sending propaganda balloons into South Korea. I am old enough to remember when they used to do this and when the leaflets were found we had to turn them in and could not keep them.

It appears a North Korean boy’s body has been found floating in the Han River estuary:

The corpse of a very thin boy washed up in South Korean waters near the sea border with North Korea and police are looking for clues as to whether it came from the North.    
   
A 110-centimeter-tall boy was found dead near Jeollyu port in the Han River Estuary on Wednesday. Police wonder whether he was washed over the border.  
   
According to the Ilsan Western Police, the body of the child was discovered by a fisherman around 12 p.m.   

The corpse didn’t seem to have injuries but was extremely thin.    
   
“The boy seems to be around the age of 10 and was only wearing a pair of worn-out, red shorts — no shirt,” a police officer said.    
   
The shorts had no brand and had a rubber band around the waistline, which would be unusual on a South Korean child.    
   
To identify the corpse, the police asked the National Institute of Forensic Sciences to determine the manufacturer of the shorts.

You can always count on the Kim regime to making something up to justify provocations on their part. Here is the most absurd justification they have given yet:

North Korea suggested Friday its COVID-19 outbreak began in people who had contact with balloons flown from South Korea — a highly questionable claim that appeared to be an attempt to hold its rival responsible amid increasing tensions over its nuclear program.

Activists for years have flown balloons across the border to distribute hundreds of thousands of propaganda leaflets critical of North Korean leader Kim Jong Un, and North Korea has often expressed fury at the activists and at South Korea’s leadership for not stopping them.

You can read more at the link, but there is a domestic aspect to this as well that the Kim regime wants North Koreans to think the propaganda balloons, U.S. dollars, smuggled K-drama DVDs, etc. are all infected with COVID-19 to keep their citizens away from them.

An Inter-Korean agreement from 2009 stated that the North Koreans are supposed to notify the South when they release flood waters from their dam so they can warn residents along the Imjim River. Here is yet another agreement the Kim regime has decided to not abide by:

North Korea appears to have released water from a dam near the inter-Korean border, while remaining unresponsive to Seoul’s request for prior notice, a South Korean government official Thursday.

“It is presumed that North Korea has recently opened the floodgates of Hwanggang Dam,” the unification ministry official told reporters amid reports that the impoverished North is suffering torrential rains in many parts of the country.

It is regrettable that the North did not give any prior notice before releasing dam water near the inter-Korean border despite Seoul’s request for such notice, the official added.

Earlier in the day, an informed military source said the reclusive neighbor appears to have discharged dam water, while authorities here have been on high alert. The North has discharged dam water without notifying the South in advance in the past, endangering the safety of local residents. 

The source, however, added the water levels of the Imjin River are currently stable, staying below 3 meters. 

It usually takes four to five hours for water released from the dam located at the upper part of the Imjin River to reach the Gunnam Dam in the South’s border town of Yeoncheon, 62 kilometers north of Seoul. The distance between the two dams is around 56 kilometers.
