Kim Jong-un’s Train Has Arrived in Russia for Summit with Putin

Today is likely summit time for Kim Jong-un and Putin to close out their arms deal. It will be interesting to see if the terms of the deal are released:

North Korean leader Kim Jong-un arrived in Russia early Tuesday, an official at South Korea’s defense ministry said, as Kim is set to hold a rare summit with Russian President Vladimir Putin, with concerns growing over a possible arms deal between Pyongyang and Moscow. 

North Korea’s official Korean Central News Agency (KCNA) confirmed early Tuesday that Kim had left Pyongyang for Russia aboard his train Sunday afternoon, accompanied by leading officials of the North’s ruling party and the armed forces.

The KCNA said Kim “left here by his train on Sunday afternoon to visit the Russian Federation.” 

Hours after the KCNA report, Jeon Ha-kyou, a spokesperson at South Korea’s defense ministry, gave an assessment that Kim’s train had crossed into Russia early Tuesday, adding that the ministry is closely monitoring for possible talks between the two countries over arms trade.

Russian Security Personnel Prepare Vladivostok Train Station for the Arrival of Kim Jong-un

The fact that Kim Jong-un is traveling to Vladivostok to meet with Putin means the arms deal is done and North Korean artillery shells should start being delivered to Russian units in Ukraine soon:

Security measures appeared to have been strengthened at the rail station in Russia’s far eastern city of Vladivostok on Monday amid speculation that North Korean leader Kim Jong-un could visit Russia this week for talks with President Vladimir Putin.

As of 5:40 p.m., a large number of police personnel were spotted inside Vladivostok station, unlike the previous day. A South Korean government official told Yonhap News Agency earlier in the day that a special train presumed to be carrying Kim appeared to be traveling to Vladivostok.

Soldiers with service dogs, men in black suits, as well as a black car surrounded by police officials entering the platform were also seen at the station, although it was unclear whether the vehicle was related to Kim’s possible visit.

The New York Times reported last week that Kim plans to travel to Vladivostok, possibly by armored train this month, for talks with Putin to discuss the North’s potential supply of its artillery shells and other weaponry for Moscow’s war in Ukraine.

North Korea Holds Nighttime Military Parade to Honor Kim Regime’s Founding

It was party time in Pyongyang this weekend and the Chinese made sure to come over and party with Kim Jong-un:

North Korea staged a paramilitary parade in Pyongyang on Saturday to mark the 75th anniversary of the regime’s founding day, with leader Kim Jong-un in attendance, the North’s state media said.

Kim observed the military parade that took place “with splendor” at Kim Il Sung Square to celebrate the founding anniversary, according to the Korean Central News Agency (KCNA). Kim did not deliver a speech at the event, which was also attended by his daughter, believed to be named Ju-ae.

Also present were a Chinese delegation, led by Vice Premier Liu Guozhong, and visiting members of a Russian army song and dance ensemble, the report added. Russia did not send a separate delegation this time.

President Yoon Orders End to All ROK Military Cooperation with North Korea

Other than managing the JSA, I don’t know why South Korea would need to do any military cooperation with North Korea:

 South Korean President Yoon Suk Yeol on Wednesday urged an immediate halt to any attempts to seek military cooperation with North Korea, amid reports Russia and the North are eyeing arms and defense technology trade.

Yoon made the remark during a summit with leaders of the Association of Southeast Asian Nations (ASEAN) in Jakarta, after The New York Times reported that North Korean leader Kim Jong-un may travel to Vladivostok in Russia next week to meet with Russian President Vladimir Putin and discuss a possible arms deal.

“Attempts at military cooperation with North Korea, which damage peace in the international community, should be stopped immediately,” the presidential office quoted Yoon as saying.

Yoon urged ASEAN to actively participate in efforts to block North Korea’s key sources of funding for its nuclear and missile development, such as cryptocurrency stealing and labor exports, and stressed the need for all United Nations member states to abide by U.N. Security Council sanctions on the North, including a ban on illegal arms trade, his office said.

U.S. Says North Korea Will Pay a Price If It Provides Weapons to Russia

What price exactly is North Korea going to pay? Another sternly worded letter?:

The top U.S. national security adviser urged North Korea not to provide any lethal weapons to Russia on Tuesday, saying it will pay a price if it decides to do so.

National Security Advisor Jake Sullivan said there were no indications that the North has provided large amounts of weapons to Russia but that negotiations toward that end between the two countries are “actively advancing.”

“Providing weapons to Russia for use on the battlefield to attack grain silos and the heating infrastructure of major cities as we head into winter, to try to conquer territory that belongs to another sovereign nation is not going to reflect well on North Korea and they will pay a price for this in the international community,” Sullivan told a press briefing at the White House.
