Picture of the Day: Subcontractors Protest Working Conditions in South Korea

If the ROK Foreign Minister is to believed it appears the US will be offering a peace treaty and humanitarian aid in return for denuclearization steps:

Foreign Minister Kang Kyung-wha referred to ending the Korean War, establishing a communication channel between North Korea and the U.S., and humanitarian aid as possible measures that Washington could offer Pyongyang for taking denuclearization steps.
Korea Times
“Various options are being discussed as corresponding measures,” Kang told reporters in a briefing at the foreign ministry, Wednesday.
However, on resuming operations at the Gaeseong Industrial Complex (GIC) or tours to Mount Geumgang, which had drawn attention as possible reciprocal measures, Kang said such these “were not at a stage of being reviewed.”
You can read more at the link, but as I have said before a Korean War peace treaty is something that North Korea has long sought as a way to end the presence of US troops in South Korea. If there is peace why is USFK needed?
President Moon has been saying all the right things that USFK will remain after any peace treaty is signed, to include claiming Kim Jong-un understands this as well. However, this is likely just rhetoric to prevent energizing South Korean conservatives against a peace treaty.
Remember Moon is a very skilled politician that needs to keep the Korean right at bay and public anxiety down. If he openly advocated for a USFK withdrawal, that would give the South Korean right an issue to strongly attack him with and cause much public anxiety after decades of security guarantees provided by US forces. That is why I think the Moon administration will publicly say they support USFK staying, but will then have surrogates do things to make life difficult for USFK.
Possibly the future of USFK after a peace treaty could look a lot like the current THAAD site in Seongju. President Moon will say all the right things that he supports USFK, just like he supposedly supports the THAAD site, but will set conditions to make it difficult for its continued existence and cause the US to withdraw troops on its own accord.
A ROK Drop favorite, Robert Neff has an interesting article with historical pictures of Suwon. It is hard to believe that just about a hundred years ago that Suwon looked like this:

Twice, between early October and November 1884, George C. Foulk, an American naval ensign attached to the American legation in Seoul, traveled to Suwon.
Korea Times
The first time was in an open chair carried by two Korean coolies ― or servants ― and the second was part of his larger exposition to explore the southern half of the Korean Peninsula.
The road between Seoul and Suwon appears to have been kept in good repair and the ever-critical Foulk apparently even complimented the scenery along his path:
“The last four miles of road before Suwon were lined with picturesque old pines and numerous memorial stones. At one place was a resting place and pleasure resort for the King by a small lotus pond.”
You can read the rest of the article about Mr. Foulk’s trip to Suwon at the link.
I have never heard this excuse before to justify murdering someone:

A former Fort Bliss soldier admitted killing a transgender prostitute, who he said attempted to blackmail and rape him, according to testimony.
Stars & Stripes
Anthony Michael Bowden, who was an active-duty soldier at the time of the crime, faces one count of murder in the death of Erykah Tijerina on Aug. 8, 2016. Bowden was a Patriot Launching Station crewman assigned to 5th Battalion, 52nd Air Defense Artillery, 11th Air Defense Artillery Brigade, 32nd Army Air and Missile Defense Command.
The murder trial began Tuesday in the 384th District Court with Judge Patrick Garcia presiding.
Bowden could get life in prison if convicted of murder.

Who suggested late Feb? 3/1/1919 was Korea's anti-Japanese movmt. Moon/his party deny 8/15/48 as SKorea's birth (as liberal democracy/mkt econ), instead says 1919 "provisionl govt" in China. Moon plans big event on 3/1 & KJU may join to reap image victory. SK people aghast. https://t.co/4TYMwm68Ij

Via a reader tip comes news that a Korean national with a US Green Card was recently convicted for illegally voting:
A permanent resident in North Carolina will not face prison time after she was illegally allowed to vote during three separate elections.
Hyo Suk George, 70, was charged with illegal voting by the U.S. Department of Homeland Security after she reportedly voted in 2008, 2010 and 2016 in Columbus County. Instead of sentencing George to six months in prison, U.S. District Judge Terrence Boyle fined George $100.
George arrived in the United States from South Korea in 1989. She got a green card in 1995 and has worked in housekeeping and fast food, her federal public defender Sherri Alspaugh said. She registered to vote “next to the senior center” after taking the advice of a town council member, according to the News & Observer. In his ruling, Boyle also expressed frustration towards the elections board in Whiteville, North Carolina, because it allowed George to register to vote using her green card, Social Security number and driver’s license, the News & Observer reported.
Newsweek
“So they see a green card and say, ‘That’s OK’ because they don’t know what they’re doing,” the judge said. “They ought to be a little smarter than that.”
You can read more at the link, but this makes me wonder how much of this illegal voter registration is going on?
Also it shows the weakness of voter ID laws at polling stations when green card holders are allowed to register and polling stations usually require a driver’s license to vote which green card holders can get.
Kim-Trump 2 will apparently happen by the end of February:

U.S. President Donald Trump and North Korean leader Kim Jong-un will hold a second summit near the end of February at a location to be announced at a later date, the White House said Friday.
Trump and a top North Korean official met at the White House to finalize details of a potential summit on dismantling the North’s nuclear weapons program.
“President Donald J. Trump met with Kim Yong Chol for an hour and half, to discuss denuclearization and a second summit, which will take place near the end of February,” White House press secretary Sarah Sanders said in a statement. “The President looks forward to meeting with Chairman Kim at a place to be announced at a later date.”Vietnam is widely reported to be a top candidate site. Both the U.S. and North Korea have embassies there.
Yonhap
You can read more at the link, but the fact that the Kim regime has agreed to the summit means they must feel they are going to get a significant concession from the US. I guess we will see what it is.

NKorea sent letters to labor unions (KCTU & FKTU) in SKorea, stating "firmly defeat foreign power intervention in..minju issues" & be on the frontline for unification. A unified Korea that is liberal democracy or illiberal democracy (people's democracy)?https://t.co/aJCYvnZGE8
