The fact that Korea makes a distinction between the vaccinated and unvaccinated in this policy, when the vaccine is clearly doing nothing, says much more about the continued incompetence of Korean covid policy than the legitimate observations of the anti-vaxxers.
Let’s take the example of the UK which is ruled by a conservative government and have been in the forefront of loosening regulations in regards to Covid-19.
If you are fully vaccinated and entering the UK, there is no need for quarantine and testing.
However if you are not fully vaccinated then you need to be tested and quarantined.
What Korea is doing is following the lead of other countries who have previously opened up.
