The best times to visit Seoul are (1) March/April when the cherry blossoms are out, and (2) right after Chusok, when businesses are open and the weather is still modrate.
Winter can be too cold and summer can be too hot. And when the streets are empty, a lot of the markets are kinda shut down, too.
BUT! Everyone has their favorite times and who am I to argue?
Be Safe and Effective and enjoy Sparkling Seoul whenever you can. Especially if you’re fully jabbed and the upcoming myocardial disease has not reached a critical stage.
I especially liked the Shilla Hotel. It’s a bit pricey; but they can help foreigners learn about the culture.
I liked visiting Dondaemun after midnight and watching the store owners bid for merchandise. I liked going to Myungdong for the lively mood and coffee shops. And I liked walking around the palaces and seeing how aesthetically pleasing a palace could be (a nice palate cleanser after seeing rather boring historical stuff in Germany, France, and England).
But Seoul in the Winter is not on my list. I did that twice and it was really two times too many.
@setnaffa, I used to like spring in Korea but the yellow dust has made it horrible now. The best season to visit Korea I believe is the fall when the trees change colors and the yellow dust is rare.
