U.S. Surgeon General Was Cited for Violating COVID Order in Hawaii
You would think that there would be signs posted saying the park was closed, especially one like Kualoa Regional Park which is a very busy park during normal times:

The U.S. surgeon general was cited for being in a closed Hawaii park in August while in the islands helping with surge testing amid a spike in coronavirus cases, according to a criminal complaint filed in court.
A Honolulu police officer cited Jerome Adams after seeing him with two men “looking at the view taking pictures” at Kualoa Regional Park on Oahu’s northeastern coast, the citation said. The park in a rural area offers a picturesque view of Mokolii island, known as Chinaman’s Hat for its cone shape.
Adams told the officer he was visiting Hawaii to work with the governor for COVID-19 and didn’t know parks were closed.

The rules in Hawaii are really hard to follow, from what I’ve heard. We have a friend who flies there (SWA pilot). He was fined 5,000 dollars and/or up to a year in prison. The act he was caught in was sitting at a park bench near the beach, next to his hotel, far from anyone.
Just to add, I think they are purposefully evasive about the rules because they use those fines as a source of income now.
Well what no one understands here is he is The Surgeon General, he is immune to COVID-19 and the pesky rules are for mere mortals who MUST obey because he said so. Even in the Netherlands the Minister of Health has to apologize when photos surfaced on social media of him at a wedding not following the guidelines issued by his office…
