Due to Construction Delays, Camp Humphreys Hospital Will Not Open Until November 2019

The last part of the Yongsan Garrison relocation to Camp Humphreys will not be complete until late next year:

A new hospital under construction at Camp Humphreys, South Korea, is seen on Monday, May 14, 2018.

No building epitomizes the problems that have plagued the expansion of this Army garrison south of Seoul more than its new hospital.

The U.S. military broke ground for the Brian Allgood Army Community Hospital and Ambulatory Care Center in November 2012 on land that had been used for helicopter hangars. But numerous quality control issues and delays filled the years that followed, as the South Korean contractor struggled to meet rigid U.S. standards.

The South Korean-funded construction of the five-story, 68-bed complex is slated to be largely finished and accepted by U.S. authorities by the end of June, nearly three years past the original deadline and $67 million over budget.

Americans will then begin furnishing and equipping the facility, which is due to open for patients on Nov. 15, 2019.  [Stars & Stripes]

You can read much more at the link on what caused all the delays.  The contractor blames differences in construction codes between the US and South Korea.  The article however made no mention of the various corruption scandals involving the Camp Humphreys expansion project.

“Various Corruption Scandals” Nah not in the ROK!!!!! Wonders how many of the new buildings are starting to rot.

8th army roof leaked first week they moved in last year. lots of other problems at other buildings.

I heard the hospital had to be completely torn down and started over from scratch. Can anyone verify?

Circa ’87-’88, there was so much corruption during the construction of the DHL, that the US officials performing oversight could barely cover 10% of what they suspected was going on. The one relatively simple example that comes to mind was the $10,000 a week were paying to have some safety notice delivered to the construction workers. Not to have the notice produced or printed, but just to have it put on the back of some ajoshi’s motorcycle and dropped off at the construction site.

Back in the day we always knew the hospital would be the critical path to full occupation of K6. 2020 was assumed as hospitals don’t go up as simple as dorms. Also require certification. Not a simple task.
Every new facility has growing pains and can expect to have problems to overcome. Leaky roofs happen. In the ROK and especially with the US as a customer???? Corruption is everywhere. US personnel as well as Koreans pass the white envelope.
I believe it was said that there were sewage issues in one of the areas and it was because the infrastructure was not built. It was not in the plans.

Let’s begin… Too many rotating CORs, too much reliance on KN employees to monitor construction. DA BIG ONE, original contractor cut corners, used substandard material and processes. Spec codes different to a degree, how to get to spec biggest problem. Cause in point: USAG-Y Hazardous Material Storage, Contractor bought one to spec storage module from stateside, had someone “downtown” make sub spec copies a cheap, and tried to pass it off as good. Also if not material specs is not mention ie. Module requires grounding point and wire, as opposed to 2’ 4 gauge solid bare copper SD wire. Contractor tried to pass off stranded cover speaker wire as a ground. Oh yeah! First contractor at Hospital killed himself and as he was being investigated. So all his work had to be gutted and rebuilt to spec on a building that the outside was already put up. Oh and on… BLUF…. nothing changes…
