USFK Court Martial Results for September 2007
USFK has released their monthly court martial results for September 2007 on their website this week. It was a very busy month probably due to cases backlogged from UFL that are now just being brought to trial. Pretty much the usual mix of stupid criminals with two serious criminals with one rape conviction by a USFK court martial and another rape conviction in the Korean courts. The rape in Taegu for whatever reason did not make headlines in the Korean media. Probably due to Taegu being a bit out of sight out of mind to the Korean media.
Another trend that is continuing this month is the fact that another MP and an Air Force Security Forces personnel were convicted of crimes. The amount of MPs and security forces personnel getting court martialed is quite troubling.
Something else interesting this month is that the Stars and Stripes has begun to publish the USFK court martial results as well, which I think is a good thing because I have always felt educated soldiers make better decisions. If they are educated about the consequences of committing crime they will make better decisions to avoid putting themselves into situations which could get them into trouble.

USFK Court-Martial Results for September 2007
At a general court-martial on 7 September 2007, SSgt Gwenda V. Tuika, 8th Civil Engineer Squadron, 7th AF, was convicted of larceny of military property, false official statement, and dereliction of duty. Her adjudged sentence was reduction to E-1, forfeiture of all pay and allowances, confinement for six months, and a bad-conduct discharge.
At a general court-martial on 12 September 2007, SPC Darnell W. Gibson, HHD, 6th Ordnance Battalion, was convicted of rape and indecent language. His adjudged sentence was reduction to E-1, forfeiture of all pay and allowances, confinement for five years, and a dishonorable discharge.
At a general court-martial on 14 September 2007, SPC Seth A. White, 557th MP Company, 94th MP Battalion, was convicted of assault consummated by a battery and assault with a means likely to produce death or grievous bodily harm. His adjudged sentence was reduction to E-1, confinement for one year, and a bad-conduct discharge.
At a special court-martial on 14 September 2007, A1C Jessica L. Billings, 51st Security Forces Squadron, was convicted of wrongfully distributing Percocet. Her adjudged sentence was reduction to E-1, forfeiture of $800 per month for two months, and confinement for two months.
At a general court-martial on 17 September 2007, WO1 Brian A. Manifold, Company A, 302d BSB, was convicted of adultery, fraternization, sodomy, and indecent language. His adjudged sentence was a dishonorable discharge.
At a general court-martial on 18 September 2007, PFC John T. Stallings, HSC, 602d ASB, 2d CAB, 2ID, was convicted of disorderly conduct and assault with a dangerous weapon or other means or force likely to produce death or grievous bodily harm. His adjudged sentence was reduction to E-1, forfeiture of all pay and allowances, and confinement for six months.
At a general court-martial on 19 September 2007, PV2 Robert W. Wilson, A Company, 1st BN, 72d AR, 1st HBCT, 2ID, was convicted of assault consummated by a battery and aggravated assault. His adjudged sentence was reduction to E-1, forfeiture of all pay and allowances, confinement for five months, and a bad-conduct discharge.
Results of ROK Criminal Prosecutions for September 2007
In Daegu District Court on 10 September 2007, Sergeant Singinn A. Lawson, 2-1 ADA, was convicted of rape resulting in injury. His adjudged sentence was confinement for three years.
In Suwon District Court on 11 September 2007, Staff Sergeant Tennyson D. Grant, HHC, DSTB, 2ID, was convicted of a violation of the Law Concerning Punishment of Intermediation of Prostitution, etc. His adjudged sentence was a 1,000,000 Won fine.
In Seoul Central District Court on 14 September 2007, Specialist Phillip T. Campbell, 14th Signal Detachment, was convicted of infliction of bodily injury. His adjudged sentence was a 1,500,000 Won fine.
In Seoul Central District Court on 19 September 2007, Private First Class Jason S. Frijas, 16th Medical BN, was convicted of infliction of bodily injury and destruction of property. His adjudged sentence was a 1,500,000 Won fine.

I was in Korea, at Camp Casey from 1998-1999 (Then) and 2006-2008 (Now), and am on my way back over in later this year for my 3rd tour. Let me tell you, from "Then" until "Now", nothing has changed with the exception of VIP rooms being removed or locked in the clubs, and the shows not happening anymore (And they were some AWESOME shows)! Korean bar owners still take money for girls to service GI's. In Toko-Ri (backside of Camp Hovey), it is rampant and running wild in every club…In TDC, if you are known by the club owner, they will let you take a girl out of the club, sometimes during working hours if business is slow. Some clubs let their girls outside during the day or on days off…others do not, they keep the girls basically locked up. Many girls still run away once they get a GI boyfriend, get pregnant, boyfriend leaves them with a child, etc. etc. etc. It's not a nice situation for these women to be in, however, there are many who enjoy "servicing" GI's, weird, but true! I even know of a drinky girl whom came up positive for herpes and still worked in the club! She sucked $2000 out of the Soldier so she wouldn't file a complaint with legal on post, and the idiot paid it! She passed a subsequent STD test (I don't know how), and continued to work in the club when I PCS'd. Another drinky girl the same GI gave herpes to in Tok-Ri wasn't as lucky…she was sent home. The Army leadership knows what is going on…they just turn a blind eye to it! Shit, field grade officers are even paying for the service! and some take the girls back to their rooms on Camp Red Cloud (stupid)! The curfew recently changed to 0300 hours to 0500 hours…not a smart move. All this is going to do is get more GI's risking staying off post with a girl for those 2 hours, as many already did it under the old curfew hours; the GI's call it taking a "weather pass". MPs should clear out hotels in TDC, 2nd Market, and near Toko-Ri at curfew time cuz they would catch MANY GI's out there violating curfew and the prostitution/human trafficking rules. Most clubs that let girls go out after work hours send the girl within 30 minutes to the hotel. The girl gets maybe $25-$50 per "service", based on who the boss is. A boss in Toko-Ri even makes his girls take ecstasy! I could go on forever…how do I know? Because I built a rapport with the girls and learned what was going on for real…Maybe I should have been an investigator????? Oh, let's not forget "Stanley Ville" near Camp Stanley….not as open like Toko-Ri and TDC, but you can buy those girls services if you are known there. Sad thing is the Philippine Government could put a HUGE dent in stopping this…BAN FILIPINAS FROM GOING TO KOREA!
