Despite their best efforts it looks like the ROK will not be receiving the technology transfer they requested any time soon:

U.S. Defense Secretary Ash Carter refused Thursday to accept South Korea’s request for the transfer of key American technologies necessary for Seoul’s “KF-X” indigenous jet fighter development project, officials said.

Carter stated the position when South Korean Defense Minister Han Min-koo asked him to reconsider the decision to reject the technology transfer during a meeting at the Pentagon, the South’s Defense Ministry said in a statement. Han has been in Washington to accompany President Park Geun-hye on an official visit.

Carter said, however, that he would study ways of technological cooperation, the statement said. The two ministers also agreed to establish a consultative forum to discuss ways to increase cooperation in defense technology, including the KF-X project, it said.

The Korean Fighter Experimental (KF-X) project, under which South Korea is to produce 120 combat jets, hit a snag after the U.S. Department of State in April refused to grant permission for U.S.-based Lockheed Martin’s export of four out of the 25 fighter jet technologies it has promised Seoul. The Ministry of Education on Thursday launched an investigation at a high school in Seoul over a report that one of its teachers had shown a video clip containing questionable remarks about President Park Geun-hye and her late father.

The ministry sent two auditors to the high school, located in Gangnam District in southern Seoul, to question the teacher who showed the controversial video and three students.

A civic group claimed Wednesday that the teacher had shown a controversial video clip last month during class. The Blue Union civic group said it recently received a tip from a student about what happened in the classroom on Sept. 18.   [Joong Ang Ilbo]

China’s CCTV on Monday broadcast an expose on casinos on Jeju Island that attract Chinese gamblers through prostitution.

The broadcaster said 80 percent of gamblers on Jeju are Chinese, often lured with the promise of free tour programs and prostitutes.

One casino contract shown in the CCTV program promised clients purchasing W100,000 worth of chips a free special massage, while around W36 million worth of chips leads to an opportunity to sleep with an aspiring Korean actress or model, and buying W90 million worth of chips two nights with the woman (US$1=W1,150).

Some Korean casino offices in China were raided by police. CCTV said 13 Koreans and 34 Chinese recruiters were arrested in June for illegally luring gamblers in Beijing, Shanghai, Hebei and Jiangsu.   [Chosun Ilbo]

The average of Texas young adults ineligible to serve their county is higher than the national average, a report states.

Retired Army Brigadier General Joe E. Ramirez Jr., also Commandant of Texas A&M University’s Corps of Cadets, said the leading reason behind ineligibility is applicants are overweight and generally unhealthy.

In Texas, 73 percent of young adults can’t serve. The national average is about 30 percent.

“It’s been a problem for a while,” he said. “Our country is getting bigger and that concerns a lot of us.”

As part of a statewide speaking tour, Ramirez visited Flour Bluff and West Oso high schools this week to discuss obesity’s impact on the military and ways to improve children’s health in the state. He used talking points from a report by the nonprofit Mission: Readiness titled “Too Fat, Frail and Out-of-Breath to Fight.”  [Stars & Stripes]
