Two Busan Policemen Resign After Being Caught Having Sex With High School Students

Considering the age of consent in South Korea the only way these two could be charged with a crime is if these teenagers were coerced into the relationships.  Considering the position of authority of a police officer you would think this would be coercive:

Korean police car

Two policemen in Busan resigned after it was found they had sex with high school students they were in charge of monitoring, but they faced no punishment and even received their severance pay.

One policeman surnamed Kim, 33, had sex with a 17-year-old high school student he was supposed to look after and guide, inside a car after school on June 4.

The case came to light as the student reported what had happend to the school nurse, who then alerted a female officer who was managing students at another school, who then passed the case to Busan Saha Police Station.

The Saha Police Station’s section chief verified and confirmed the facts with Kim and the school, however, closed the case without reporting to higher authorities by advising Kim to resign.

Kim handed in his notice the next day, on June 9, saying he had “decided to continue his parents’ business.” He received no punishment and received his severance pay.

When the case belatedly erupted over social media on Friday, the section chief denied having had any knowledge of the incident prior to Kim’s resignation.

A 31-year-old police officer at Busan Yeonje Police Station also had a sexual relationship with a high school student he was supervising. The teenager reportedly contemplated taking her life after the incident. Whether the two had sex more than once is yet to be confirmed.

The case was discovered by a teenagers’ welfare organization that had had a consultation session with the student. When the organization attempted to verify the case with Jeong, he filed for resignation from his post on May 17, claiming that being a police officer did not “fit his aptitude.”  [Korea Herald]

Staff Sergeant Dies from Injuries After Helping Rescue Family from Fire Outside Osan AB

Sadly one of the USFK servicemembers who helped rescue a family in Songtan from a building fire has passed away from an injury she received during the rescue:

Staff Sgt. Cierra Rogers died May 20, 2016 in Florida from injuries she sustained in April while rescuing a family from a burning building near Osan Air Base, South Korea.

The 731st Air Mobility Squadron at Osan Air Base has honored an airman who died from injuries sustained while helping save a family from a burning building.

Staff Sgt. Cierra Rogers died May 20 shortly after arriving at her follow-on duty station in Florida. She was 26 years old. Rogers, who was credited with being the first airman to arrive at the scene, was hospitalized in the days following the April 29 fire in South Korea’s Songtan district and required surgery.  (……..)

“This beauty was in the hospital when everyone was being interviewed,” friend Kris Murray wrote in a tribute post on Facebook. “[Cierra] remained calm and told the mom how to breathe in the smoke, then convinced the mom to throw her three babies out the window to safety where firefighters and a few airman and soldiers waited to catch them. Cierra got very hurt in the process while sliding down some wires and kicking a window in.”  [Stars & Stripes]

You can read more at the link, but this article from the Osan AB public affairs office does describe Staff Sergeant Rogers’ action during the fire and how she sustained the injury:

taff Sgt. Cierra Rogers, 731st Air Mobility Squadron administrative assistant, was among the five individuals trapped inside the apartment. When they began to smell smoke and noticed a fire broke out, she reacted quickly to help the mother and her children get out the building.

Rogers explained that after realizing they could not go through the main doors, she kicked through one of the windows leading to the apartment’s patio, which provided the only means of escape from the smoke and growing flames.

“From then I made a decision because you can easily die from choking on smoke,” said Rogers.

Despite the deep laceration she suffered from kicking through the glass, Rogers continued to push forward to get herself and the family closer to safety.

She looked down on the alley below. She attempted to scale down the building using wires near the patio. A few steps down she slid down the wire, falling 15 feet to the ground.

Several service members quickly rushed to her side to provide self aid buddy care until first responders arrived.  [Osan PAO]

USFK Announces Increase of U-2 Flights To Gather Intelligence On North Korea

Considering all their recent missile test activity conducting increased reconnaissance makes sense:

The United States’ forces stationed in South Korea have expanded their aerial reconnaissance along the inter-Korean border following North Korea’s recent launch of Musudan intermediate-range ballistic missiles (IRBM), official sources said Monday.

On June 22, North Korea fired two Musudan missiles from its eastern coastal city of Wonsan. The first missile reportedly blew up shortly after launch, but the second one soared to an altitude of some 1,400 kilometers before flying 400 km and hitting the East Sea. Pyongyang has declared the second launch a success, and with a range of 3,000 to 4,000 km, the IRBM could reach as far as the U.S. territory of Guam.

Since the latest launch, the U.S. Forces Korea (USFK) had been sending two U-2S ultra-high altitude reconnaissance aircraft to conduct daily surveillance missions along the inter-Korean military demarcation line, USFK officials said.

Before the launch, only one U-2S was sent into the air to conduct reconnaissance.

The reconnaissance aircraft, nicknamed Dragon Lady, monitors, videotapes and sometimes wiretaps North Korea’s military activities from an altitude of some 20 km on a flight mission that could last up to eight hours. The U-2S can see 60-70 km inside North Korea while still flying outside the country’s airspace.  [Yonhap]

ROK Coast Guard Arrests Illegal Chinese Fishing Boat Found Carrying Drugs

What gets me is that the ROK authorities did not jail this Chinese fisherman, but instead just booked him and let him go:

This photo taken on June 24, 2016, shows a Chinese fishing boat at a port in Incheon, west of Seoul. The Coast Guard seized the boat the previous day that allegedly operated illegally near the inter-Korean maritime border. (Yonhap

The captain of a Chinese fishing boat was arrested on Friday over allegedly operating near the inter-Korean maritime border and using an illegal drug, the South Korean Coast Guard said.

Coast guard officers found methamphetamine inside the boat that they seized in waters off Socheong Island in Incheon, west of Seoul, the previous day.

On Thursday, they confiscated 0.12 gram of the drug and an inhaler from the ship’s pilothouse after taking it to a coast guard station in Incheon. During an investigation into the captain, whose name was withheld, the 48-year-old man confessed that he had bought them shortly before the boat left the port of Donggang in China’s Liaoning Province around 5 p.m. on June 9, they said.

The captain, who purchased the drug and the inhaler from an acquaintance for 240 yuan and 20 yuan respectively, is suspected of inhaling the stimulant three times when the boat sailed near the Northern Limit Line (NLL), the inter-Korean de facto western maritime border, this month.

He has also administered the drug about 10 times in China since last year, they said. “I used the drug in secret at the pilothouse to beat fatigue,” he was quoted as saying. He tested positive in a urine test for the drug.

The Coast Guard plans to book the Chinese man without physical detention on charges of suspected violation of the illegal fishing control law concerning South Korea’s exclusive economic zone. In addition, it will book him on suspicion of violating the drug control law.  [Yonhap]

You can read more at the link, but I maintain that the ROK should jail these guys and auction off their boats.  This would be needed to deterrent to stop the illegal fishing.

Suspect Admits to Raping and Murdering 60-Year Old Woman In Seoul

Here is a general safety note to everyone, do not let strange people into your apartment that you just met in the elevator:

The 36-year-old sex offender arrested last Saturday for allegedly murdering a 60-year-old woman in Gaepo-dong, southern Seoul, did not know his victim as he claimed.

Police now say he stalked a complete stranger, sneaked into her house to rape her and then killed her so he wouldn’t get caught.

After his arrest on June 18, the suspect, surnamed Kim, claimed he met the victim while working at a real estate agency and had known her for about a month. He told police he asked her to lend him money and murdered her when she refused.

But investigators found no record of calls or texts between the two.

Under questioning, Kim changed his story. According to police, Kim saw the victim in a parking lot on June 14, two days before the murder. Security camera footage caught him in the same parking lot as the victim.

He tailed her as she drove to her residence because he wanted to develop a “good relationship” with her, Kim said, according to police. He followed her into the apartment building elevator and introduced himself as an insurance salesman, a profession he had started to study.

He asked to come inside her apartment to tell her about policies and she agreed. When she punched the code into the security keypad of her apartment, he noted the combination of numbers.  [Joong Ang Ilbo]

You can read the rest at the link, but this guy was out on parole after being jailed for 10 years for a prior sexual assault and was forced to wear an ankle bracelet.  However, it broke and no one was tracking him when he committed the crime.
