This has NIS propaganda written all over it. For crying out loud … if you’re going to put out propaganda with the aim of making North Korea look bad … make up something that is at least a little bit believable.
@Guitard, you are probably right because the Park administration has targeted these restaurants to keep South Koreans out of them with the goal of reducing foreign currency going to the Kim regime.
